SHENANDOAH COUNTY FISCAL IMPACT ANALYSIS

 

 

Fiscal Impact Analysis and Cash Proffers

 

          County recently had a fiscal impact model prepared by a consultant to form basis for discussions concerning the impacts of new development proposals.

 

          Shows impacts to both the County and the towns.

 

          County and five towns currently have conditional zoning.

 

          County and three of those towns have joint agreements concerning cash proffers; agreements now being considered by others.

 

          Impacts vary with type and amount of residential units, assessed values, whether any commercial or industrial development is proposed.

 

 

Fiscal Impact Model Includes:

 

           GIS component with several basic database items, including tax parcels, corporate limits of towns, fire & rescue zones, school districts, zoning categories and street names.

           Costs for various capital projects over last several years and those included in current and projected CIP program.

           Average household sizes and school generation figures for various types of housing (single-family, duplex, townhouses, apartments/condominiums, mobile homes).

           Tax rates for real estate tax, personal property taxes, business property tax, sales & use tax, lodging and meals taxes.
