SHENANDOAH COUNTY FISCAL IMPACT ANALYSIS
Fiscal Impact Analysis and Cash Proffers
• County recently had a fiscal impact model prepared by a consultant to form basis for discussions concerning the impacts of new development proposals.
• Shows impacts to both the County and the towns.
• County and five towns currently have conditional zoning.
• County and three of those towns have joint agreements concerning cash proffers; agreements now being considered by others.
• Impacts vary with type and amount of residential units, assessed values, whether any commercial or industrial development is proposed.
Fiscal Impact Model Includes:
• GIS component with several basic database items, including tax parcels, corporate limits of towns, fire & rescue zones, school districts, zoning categories and street names. • Costs for various capital projects over last several years and those included in current and projected CIP program. • Average household sizes and school generation figures for various types of housing (single-family, duplex, townhouses, apartments/condominiums, mobile homes). • Tax rates for real estate tax, personal property taxes, business property tax, sales & use tax, lodging and meals taxes.
