Rob Kinsley is the Director of Planning and Code Enforcement for Shenandoah County. He has been with Shenandoah County since 1996. His previous employment includes 17½ years with the Lord Fairfax Planning District Commission as Planning Coordinator then Associate Director, and prior planning positions with the City of Hagerstown, MD (Zoning Administrator, Development Coordinator), Mercer County, NJ (Principal Planner) and the City of Trenton, NJ (Assistant Planner, Senior Planner). During his years with the PDC, he provided technical assistance to all 20 local government jurisdictions in the Northern Shenandoah Valley region. Mr. Kinsley holds a B.A. in sociology from Franklin and Marshall College and has done graduate work in Urban Affairs at Virginia Tech. Mr. Kinsley is a member of the American Institute of Certified Planners, the American Planning Association, a charter member of the Rural Planning Caucus of Virginia, and is a private pilot and a member of the Civil Air Patrol. He is currently working on completing the update to the Shenandoah County Comprehensive Plan, which should be in the adoption process by the end of this fiscal year, and coordinated the development of the Old Valley Pike Corridor Plan for the Route 11 corridor in the County, which was adopted in 2003.
