Patrick Barker has been the Executive Director of the Winchester-Frederick County Economic Development Commission since April 2002. The EDC provides a wide array of information and confidential services at no cost, designed to help American and international businesses locate and expand operations in Winchester and Frederick County. Over the past three years, the EDC has facilitated over 2,000 jobs resulting in over 150% return to local funding agencies.

            Mr. Barker has a bachelor’s degree in regional planning and geography from Salisbury State University and a master’s degree in regional planning from the University of Massachusetts-Amherst. He is a member of the American Institute for Certified Planners.

            Prior to becoming EDC Executive Director, Mr. Barker was EDC’s assistant director starting in December 1999. Before that, Mr. Barker worked for the Maryland Office of Planning as an environmental/fiscal analyst. Contact: pbarker@winva.com; 540-665-0973
