Howard P. Estes, Jr., Deputy Director, General Counsel, joined the Virginia Resources Authority in June, 1999. Previously he served as Deputy Director for the Department of Medical Assistance Services, and as Assistant Attorney General for the Commonwealth where he served as general counsel for state agencies. He holds a Juris Doctor degree from the George Mason University School of Law and a Bachelor’s of Business Administration degree from the College of William and Mary.
